Recently, a young tech executive from Baltimore was brutally murdered by a man on parole who was convicted of murder.
Pava Marie LaPere, 26, was beaten to death allegedly by Jason Billingsley who has a long violent criminal history. For some reason, Billingsley was let out on parole early and there is a possibility he engaged in a knifepoint sex assault and arson attack days before allegedly killing LaPere.

Officials on September 26, 2023 didn’t elaborate on why Billingsley was released, Mayor Brandon Scott said, “There’s no way in hell he should have been out on the street.”

Billingsley has a lengthy criminal record dating back to 2009, according to court records. He’s still on the loose as police continue a massive manhunt.
He was sentenced to 30 years in prison on February 4, 2015, after being convicted of a 1st-degree forcible sex offense, but was in custody beginning on July 11, 2013, on that charge. He received 16 years of suspended time and five years of parole but was released from prison in October 2022 under the previous administration of State’s Attorney Marilyn Mosby.
Mosby was indicted on federal charges in January 2022.
On the evening of September 26, 2023, in Philadelphia, the city was ransacked by looters.

WPVI Channel 6 reported, “The chaos started around 7:30 p.m. after numerous 911 calls stated a large group, possibly as many as 100 or so, moving through Center City.”
